The exploration–exploitation dilemma, also known as the explore–exploit tradeoff, is a fundamental concept in decision-making that arises in many domains. It is depicted as the balancing act between two opposing strategies. Exploitation involves choosing the best option based on current knowledge of the system (which may be incomplete or misleading), while exploration involves trying out new options that may lead to better outcomes in the future at the expense of an exploitation opportunity. Finding the optimal balance between these two strategies is a crucial challenge in many decision-making problems whose goal is to maximize long-term benefits. == Application in machine learning == In the context of machine learning, the exploration–exploitation tradeoff is fundamental in reinforcement learning (RL), a type of machine learning that involves training agents to make decisions based on feedback from the environment. Crucially, this feedback may be incomplete or delayed. The agent must decide whether to exploit the current best-known policy or explore new policies to improve its performance. === Multi-armed bandit methods === The multi-armed bandit (MAB) problem was a classic example of the tradeoff, and many methods were developed for it, such as epsilon-greedy, Thompson sampling, and the upper confidence bound (UCB). See the page on MAB for details. In more complex RL situations than the MAB problem, the agent can treat each choice as a MAB, where the payoff is the expected future reward. For example, if the agent performs an epsilon-greedy method, then the agent will often "pull the best lever" by picking the action that had the best predicted expected reward (exploit). However, it would pick a random action with probability epsilon (explore). Monte Carlo tree search, for example, uses a variant of the UCB method. === Exploration problems === There are some problems that make exploration difficult. Sparse reward. If rewards occur only once a long while, then the agent might not persist in exploring. Furthermore, if the space of actions is large, then the sparse reward would mean the agent would not be guided by the reward to find a good direction for deeper exploration. A standard example is Montezuma's Revenge. Deceptive reward. If some early actions give immediate small reward, but other actions give later large reward, then the agent might be lured away from exploring the other actions. Noisy TV problem. If certain observations are irreducibly noisy (such as a television showing random images), then the agent might be trapped exploring those observations (watching the television). === Exploration reward === This section based on. The exploration reward (also called exploration bonus) methods convert the exploration-exploitation dilemma into a balance of exploitations. That is, instead of trying to get the agent to balance exploration and exploitation, exploration is simply treated as another form of exploitation, and the agent simply attempts to maximize the sum of rewards from exploration and exploitation. The exploration reward can be treated as a form of intrinsic reward. We write these as r t i , r t e {\displaystyle r_{t}^{i},r_{t}^{e}} , meaning the intrinsic and extrinsic rewards at time step t {\displaystyle t} . However, exploration reward is different from exploitation in two regards: The reward of exploitation is not freely chosen, but given by the environment, but the reward of exploration may be picked freely. Indeed, there are many different ways to design r t i {\displaystyle r_{t}^{i}} described below. The reward of exploitation is usually stationary (i.e. the same action in the same state gives the same reward), but the reward of exploration is non-stationary (i.e. the same action in the same state should give less and less reward). Count-based exploration uses N n ( s ) {\displaystyle N_{n}(s)} , the number of visits to a state s {\displaystyle s} during the time-steps 1 : n {\displaystyle 1:n} , to calculate the exploration reward. This is only possible in small and discrete state space. Density-based exploration extends count-based exploration by using a density model ρ n ( s ) {\displaystyle \rho _{n}(s)} . The idea is that, if a state has been visited, then nearby states are also partly-visited. In maximum entropy exploration, the entropy of the agent's policy π {\displaystyle \pi } is included as a term in the intrinsic reward. The forward dynamics model is trained as the agent plays. The model becomes better at predicting state transition for state-action pairs that had been done many times. That is, the reward is the squared-error of the prediction compared to reality. This rewards the agent to perform state-action pairs that had not been done many times. This is however susceptible to the noisy TV problem. Dynamics model can be run in latent space. The featurizer can be the identity function (i.e. ϕ ( x ) = x {\displaystyle \phi (x)=x} ), randomly generated, the encoder-half of a variational autoencoder, etc. A good featurizer improves forward dynamics exploration. The Intrinsic Curiosity Module (ICM) method trains simultaneously a forward dynamics model and a featurizer. The featurizer is trained by an inverse dynamics model, which is a function for predicting the current action based on the features of the current and the next state: g : ( ϕ ( s t ) , ϕ ( s t + 1 ) ) ↦ a t {\displaystyle g:(\phi (s_{t}),\phi (s_{t+1}))\mapsto a_{t}} . By optimizing the inverse dynamics, both the inverse dynamics model and the featurizer are improved. Then, the improved featurizer improves the forward dynamics model, which improves the exploration of the agent. Random Network Distillation (RND) method attempts to solve this problem by teacher–student distillation. Instead of a forward dynamics model, it has two models f , f ′ {\displaystyle f,f'} . The f ′ {\displaystyle f'} teacher model is fixed, and the f {\displaystyle f} student model is trained to minimize ‖ f ( s ) − f ′ ( s ) ‖ 2 2 {\displaystyle \|f(s)-f'(s)\|_{2}^{2}} on states s {\displaystyle s} . As a state is visited more and more, the student network becomes better at predicting the teacher. Meanwhile, the prediction error is also an exploration reward for the agent, and so the agent learns to perform actions that result in higher prediction error. Thus, we have a student network attempting to minimize the prediction error, while the agent attempting to maximize it, resulting in exploration. The states are normalized by subtracting a running average and dividing a running variance, which is necessary since the teacher model is frozen. The rewards are normalized by dividing with a running variance. Exploration by disagreement trains an ensemble of forward dynamics models, each on a random subset of all ( s t , a t , s t + 1 ) {\displaystyle (s_{t},a_{t},s_{t+1})} tuples. The exploration reward is the variance of the models' predictions. === Noise === For neural network–based agents, the NoisyNet method changes some of its neural network modules by noisy versions. That is, some network parameters are random variables from a probability distribution. The parameters of the distribution are themselves learnable. GOLOG
GOLOG is a high-level logic programming language for the specification and execution of complex actions in dynamical domains. It is based on the situation calculus. It is a first-order logical language for reasoning about action and change. GOLOG was developed at the University of Toronto. == History == The concept of situation calculus on which the GOLOG programming language is based was first proposed by John McCarthy in 1963. == Description == A GOLOG interpreter automatically maintains a direct characterization of the dynamic world being modeled, on the basis of user supplied axioms about preconditions, effects of actions and the initial state of the world. This allows the application to reason about the condition of the world and consider the impacts of different potential actions before focusing on a specific action. Golog is a logic programming language and is very different from conventional programming languages. A procedural programming language like C defines the execution of statements in advance. The programmer creates a subroutine which consists of statements, and the computer executes each statement in a linear order. In contrast, fifth-generation programming languages like Golog work with an abstract model with which the interpreter can generate the sequence of actions. The source code defines the problem and it is up to the solver to find the next action. This approach can facilitate the management of complex problems from the domain of robotics. A Golog program defines the state space in which the agent is allowed to operate. A path in the symbolic domain is found with state space search. To speed up the process, Golog programs are realized as hierarchical task networks. Apart from the original Golog language, there are some extensions available. The ConGolog language provides concurrency and interrupts. Other dialects like IndiGolog and Readylog were created for real time applications in which sensor readings are updated on the fly. == Uses == Golog has been used to model the behavior of autonomous agents. In addition to a logic-based action formalism for describing the environment and the effects of basic actions, they enable the construction of complex actions using typical programming language constructs. It is also used for applications in high level control of robots and industrial processes, virtual agents, discrete event simulation etc. It can be also used to develop Belief Desire Intention-style agent systems. == Planning and scripting == In contrast to the Planning Domain Definition Language, Golog supports planning and scripting as well. Planning means that a goal state in the world model is defined, and the solver brings a logical system into this state. Behavior scripting implements reactive procedures, which are running as a computer program. For example, suppose the idea is to authoring a story. The user defines what should be true at the end of the plot. A solver gets started and applies possible actions to the current situation until the goal state is reached. The specification of a goal state and the possible actions are realized in the logical world model. In contrast, a hardwired reactive behavior doesn't need a solver but the action sequence is provided in a scripting language. The Golog interpreter, which is written in Prolog, executes the script and this will bring the story into the goal state.

RightsCon is an annual conference on digital rights hosted by Access Now. It convenes international leaders and organizations to discuss global problems including internet censorship, the regulation of algorithms, electronic surveillance, the ethics of technology, online hate speech, content moderation, cyberwarfare, and more. == History == The conference was first convened by Access (today, Access Now) in Silicon Valley in 2011, with the intention of gathering civil society to discuss impacts of the growing tech industry on digital rights and human rights. It sought the participation of leaders from both industry (including companies such as Twitter, Google, Mozilla, and Comcast) and civil society organizations (such as the Electronic Frontier Foundation and New America). Keynote speakers included the then-Assistant Secretary of State, Michael Posner; Egyptian blogger and political prisoner, Alaa Abd El-Fattah; and then-director of public policy at Google, Bob Boorstin. RightsCon organizers have sought to ensure the event is accessible to attendees from across the globe, particularly global majority countries, informing the decision to hold the conference in Asia, the Middle East, and Latin America. === Online convenings === In 2020, RightsCon was to be held in San José, Costa Rica, but due to the COVID-19 pandemic, the meeting took place in an online format. In 2021, the 10th edition of RightsCon was again held online from Monday, June 7 to Friday, June 11, 2021, due to the continued global COVID-19 pandemic which altered several digital rights physical meetings. The topics for RightsCon2021 included: Artificial Intelligence (AI), automation, data protection and user control, digital futures, democracy, elections, new business models, content control, peacebuilding, censorship, internet shutdowns, freedom of the media and many others were discussed by several digital rights organizations and individuals. === 2026 cancellation === The 14th RightsCon was scheduled to be held in Zambia from May 5 to 8, 2026. On April 29, 2026, the Zambian government abruptly postponed the conference, writing in a statement that the postponement was "necessitated by the need for comprehensive disclosure […] relating to key thematic issues proposed for discussion during the Summit." In May 2026, the conference was cancelled due to pressure from the Chinese government. NeOn Toolkit
The NeOn Toolkit is an open source, multi-platform ontology editor, which supports the development of ontologies in F-Logic and OWL/RDF. The editor is based on the Eclipse platform and provides a set of plug-ins (currently 20 plug-ins are available for the latest version, v2.4) covering a number of ontology engineering activities, including Annotation and Documentation, Modularization and Customization, Reuse, Ontology Evolution, translation and others. The NeOn Toolkit has been developed in the course of the EU-funded NeOn project and is currently maintained and distributed by the NeOn Technologies Foundation.

Shanghai Jieyue Xingchen Intelligent Technology Co., Ltd, known as StepFun, is an artificial intelligence (AI) company based in Shanghai, China. It has been dubbed one of China's "AI Tiger" companies by investors. == Background == StepFun was founded in April 2023 by former Microsoft employees. Investors include Tencent, Qiming Venture Partners and Shanghai State-owned Capital Investment. In July 2025 at the World Artificial Intelligence Conference, StepFun announced the "Model-Chip Ecosystem Innovation Alliance" which consisted of Chinese developers of large language models (LLMs) and AI chip manufacturers. This included companies such as Huawei, Biren Technology, Moore Threads and Enflame. Another second alliance named the "Shanghai General Chamber of Commerce AI Committee" was also established that included StepFun, SenseTime, MiniMax, MetaX and Iluvatar CoreX. On 25 February 2026, it was reported that StepFun was seeking an initial public offering on the Hong Kong Stock Exchange. StepFun focuses on multimodal models which are designed to understand multiple types of input data such as text, video and audio. == Products == In July 2024 at the World Artificial Intelligence Conference, StepFun officially launched Step-2, a trillion-parameter LLM, along with the Step-1.5V multimodal model and the Step-1X image generation model. In February 2025, StepFun and Geely jointly announced the open-sourcing of two multimodal large models to global developers. They were Step-Video-T2V and Step-Audio. In July 2025, StepFun released Step 3. The Model-Chip Ecosystem Innovation Alliance aimed to optimize Step 3 for domestic chips. In April 2025, Step-R1-V-Mini was released. Workplace impact of artificial intelligence
The impact of artificial intelligence on workers includes both applications to improve worker safety and health, and potential hazards that must be controlled. One potential application is using AI to eliminate hazards by removing humans from hazardous situations that involve risk of stress, overwork, or musculoskeletal injuries. Predictive analytics may also be used to identify conditions that may lead to hazards such as fatigue, repetitive strain injuries, or toxic substance exposure, leading to earlier interventions. Another is to streamline workplace safety and health workflows through automating repetitive tasks, enhancing safety training programs through virtual reality, or detecting and reporting near misses. When used in the workplace, AI also presents the possibility of new hazards. These may arise from machine learning techniques leading to unpredictable behavior and inscrutability in their decision-making, or from cybersecurity and information privacy issues. Many hazards of AI are psychosocial due to its potential to cause changes in work organization. These include increased monitoring leading to micromanagement, algorithms unintentionally or intentionally mimicking undesirable human biases, and assigning blame for machine errors to the human operator instead. AI may also lead to physical hazards in the form of human–robot collisions, and ergonomic risks of control interfaces and human–machine interactions. Hazard controls include cybersecurity and information privacy measures, communication and transparency with workers about data usage, and limitations on collaborative robots. From a workplace safety and health perspective, only "weak" or "narrow" AI that is tailored to a specific task is relevant, as there are many examples that are currently in use or expected to come into use in the near future. Certain digital technologies are predicted to result in job losses. Starting in the 2020s, the adoption of modern robotics has led to net employment growth. However, many businesses anticipate that automation, or employing robots would result in job losses in the future. This is especially true for companies in Central and Eastern Europe. Other digital technologies, such as platforms or big data, are projected to have a more neutral impact on employment. A large number of tech workers have been laid off starting in 2023; many such job cuts have been attributed to artificial intelligence. == Health and safety applications == In order for any potential AI health and safety application to be adopted, it requires acceptance by both managers and workers. For example, worker acceptance may be diminished by concerns about information privacy, or from a lack of trust and acceptance of the new technology, which may arise from inadequate transparency or training. Alternatively, managers may emphasize increases in economic productivity rather than gains in worker safety and health when implementing AI-based systems. === Eliminating hazardous tasks === AI may increase the scope of work tasks where a worker can be removed from a situation that carries risk. In a sense, while traditional automation can replace the functions of a worker's body with a robot, AI effectively replaces the functions of their brain with a computer. Hazards that can be avoided include stress, overwork, musculoskeletal injuries, and boredom. This can expand the range of affected job sectors into white-collar and service sector jobs such as in medicine, finance, and information technology. === Analytics to reduce risk === Machine learning is used for people analytics to make predictions about worker behavior to assist management decision-making, such as hiring and performance assessment. These could also be used to improve worker health. The analytics may be based on inputs such as online activities, monitoring of communications, location tracking, and voice analysis and body language analysis of filmed interviews. For example, sentiment analysis may be used to spot fatigue to prevent overwork. Decision support systems have a similar ability to be used to, for example, prevent industrial disasters or make disaster response more efficient. For manual material handling workers, predictive analytics and artificial intelligence may be used to reduce musculoskeletal injury. Traditional guidelines are based on statistical averages and are geared towards anthropometrically typical humans. The analysis of large amounts of data from wearable sensors may allow real-time, personalized calculation of ergonomic risk and fatigue management, as well as better analysis of the risk associated with specific job roles. Wearable sensors may also enable earlier intervention against exposure to toxic substances than is possible with area or breathing zone testing on a periodic basis. Furthermore, the large data sets generated could improve workplace health surveillance, risk assessment, and research. === Streamlining safety and health workflows === AI has also been used to attempt to make the workplace safety and health workflow more efficient. One example is coding of workers' compensation claims, which are submitted in a prose narrative form and must manually be assigned standardized codes. AI is being investigated to perform this task faster, more cheaply, and with fewer errors. == Hazards == There are several broad aspects of AI that may give rise to specific hazards. The risks depend on implementation rather than the mere presence of AI. Systems using sub-symbolic AI such as machine learning may behave unpredictably and are more prone to inscrutability in their decision-making. This is especially true if a situation is encountered that was not part of the AI's training dataset, and is exacerbated in environments that are less structured. Undesired behavior may also arise from flaws in the system's perception (arising either from within the software or from sensor degradation), knowledge representation and reasoning, or from software bugs. They may arise from improper training, such as a user applying the same algorithm to two problems that do not have the same requirements. Machine learning applied during the design phase may have different implications than that applied at runtime. Systems using symbolic AI are less prone to unpredictable behavior. The use of AI also increases cybersecurity risks relative to platforms that do not use AI, and information privacy concerns about collected data may pose a hazard to workers. === Psychosocial === Psychosocial hazards are those that arise from the way work is designed, organized, and managed, or its economic and social contexts, rather than arising from a physical substance or object. They cause not only psychiatric and psychological outcomes such as occupational burnout, anxiety disorders, and depression, but they can also cause physical injury or illness such as cardiovascular disease or musculoskeletal injury. Many hazards of AI are psychosocial in nature due to its potential to cause changes in work organization, in terms of increasing complexity and interaction between different organizational factors. However, psychosocial risks are often overlooked by designers of advanced manufacturing systems. Einola and Khoreva explore how different organizational groups perceive and interact with AI technologies. Their research shows that successful AI integration depends on human ownership and contextual understanding. They caution against blind technological optimism and stress the importance of tailoring AI use to specific workplace ecosystems. This perspective reinforces the need for inclusive design and transparent implementation strategies. ==== Changes in work practices ==== Over-reliance on AI tools may lead to deskilling of some professions. When AI becomes a substitute for traditional peer collaboration and mentorship, there is a risk of diminishing opportunities for interpersonal skill development and team-based learning. Increased monitoring may lead to micromanagement and thus to stress and anxiety. A perception of surveillance may also lead to stress. Controls for these include consultation with worker groups, extensive testing, and attention to introduced bias. Wearable sensors, activity trackers, and augmented reality may also lead to stress from micromanagement, both for assembly line workers and gig workers. Gig workers also lack the legal protections and rights of formal workers. Newell & Marabelli argue that AI alters power dynamics and employee autonomy, requiring a more nuanced understanding of its social and organizational implications. There is also the risk of people being forced to work at a robot's pace, or to monitor robot performance at nonstandard hours. A 2025 preprint paper based on users' interactions with the AI chatbot Microsoft Copilot identified forty jobs that the author's claimed had high overlaps with the capabilities of AI. Danilo McGarry (born 1985) is a British tech executive, writer, and speaker who has led AI initiatives in finance and healthcare. == Early life and education == Danilo McGarry was born in 1985. He received a Bachelor of Science (BSc) with honors in Business Management from the University of Bath. == Career == McGarry began his career in technology and financial services, with positions at companies including Motorola, JPMorgan Chase, and BNP Paribas. He later joined the Royal Bank of Canada (RBC) as an analyst and later became a director, where he led transformation initiatives involving robotic process automation (RPA) in the bank's capital markets operations. McGarry subsequently moved into leadership roles focused on AI. At Citigroup, he served as Head of Artificial Intelligence and Machine Learning, where he launched an AI-driven robotics and automation initiative. At UnitedHealth Group (UHG), he held a senior role in the company's automation program, which utilized a large fleet of software robots in its healthcare operations. In December 2019, McGarry was appointed Global Head of AI & Automation at Alter Domus, a multinational financial services firm. In this role, he established a new AI and automation department. He left the firm in late 2023 to establish his businesses. In 2025, the Chartered Institute of Personnel and Development (CIPD) appointed him as its strategic adviser on artificial intelligence.
